Community of Hope is seeking an Outreach & Enrollment Assister to provide educational outreach to uninsured or underinsured clients of COH and DC residents to ensure that they are aware of the opportunities and requirements of the Affordable Care Act (ACA), and to assist in with enrollment in an appropriate health insurance option or Sliding Fee Scale Program.

What You'll Do:
- Delivers general education about the Affordable Care Act (ACA) and the Exchange to patients and clients.
- Meets with patients and clients in person to explain IPA services, reasons to buy health insurance, and options for coverage.
- Explains affordability programs, Qualified Health Plans, Essential Health Benefits, and rights when using insurance to patients and clients.
- Explains Medicaid and DC Healthcare Alliance Programs and eligibility requirements to patients and clients.
- Assists patients and clients with their application and determining eligibility for premium tax credits and Medicaid.
- Assists patients and clients with understanding web-based decision tools to help narrow the choices for qualified health plans.
- Makes referrals as needed to the DC Alliance, a broker, the Exchange, or government and community resources as needed and tracks these referrals in the consumer tracking database and documents them in eCW.
- Assists patients and clients who are uninsured or underinsured with the Sliding Fee Scale application process.
- Explains to patients and clients the Sliding Fee Scale requirements and responsibilities.
- Assists with insurance eligibility verification, entering and setting up the results in eCW.
- Achieves certification and maintains expertise through continuing education provided and required by the DC Health Link Exchange Program.
- Supports and collaborates with the Practice Manager to actively track all pending Medicaid/Alliance applications for approval in eCW
- Tracks activities in eCW/Tracking tool and/or other databases as requested. Assists with preparing reports for the DC Health Benefit Exchange or HRSA as needed.

Must-Haves:
- B.A. or equivalent experience required.
- Commitment to work with underserved populations and ability to work in non-profit environments.
- Demonstrated cultural competence in communicating with low-income populations.
- Strong written and verbal communication skills.
- Ability to work with computers and electronic health record system
- Ability to travel to other sites required.
- Proof of required vaccinations is required. This includes, but may not be limited to, Flu. COH will consider requests for reasonable accommodations for anyone who cannot be vaccinated for a religious or medical reason, subject to applicable law.
Nice-to-Haves:
- Bilingual in Spanish or Amharic strongly preferred.
- Training in education, social work or health related field preferred.
